This is 3 rubber band bag retainers that secure the disposable bag in place for the Eureka Model 2832A, the GE Wet / Dry Vacuum Model 106679, and many Black and Decker Models.  

These Red Rubber Bands fit over top of the Bag opening, and hold the bag over the dirt receptacle, preventing the bag from becoming dislodged while vacuuming.
